The Bihar government introduced the Bihar RTPS Service (Right To Public Services) on 15th August 2011. Citizens can quickly apply for Income, Caste, and Domicile certificates through an online channel exclusively by RTPS.
What is Bihar RTPS Service Plus?
It is a unified framework for the residents regarding service delivery and grievance redressal. With the help of this portal, the users can receive all kinds of updates related to the different schemes of the government. On this portal, the staff also maintains the technical and monetary records of the data shared by the users. The option to track the status of the application form is also available to the applicant through the portal.
The Bihar RTPS Service Plus portal also offers various services through numerous departments for their respective applicant.

Income Certificate
This portal provides the income certificate with the details of the applicants’ income from various sources. Moreover, the authority that issues the Income certificate differs from state to state. In the case of rural areas, the Tehsildar of that village provides the Income Certificate, and for urban areas, the District Magistrate/Revenue Department gives the certificate.
Benefits of having an income certificate are:
- Applicants with verified income certificates can apply for different government schemes and scholarships at schools or universities.
- The state government provides free medical services to those individuals whose income is set by the government.

Caste Certificate
A caste certificate is a document that states that a person belongs to a specific caste. The state government issues the caste certificate of an applicant. The applicants who belong to SC/ST/OBC/EWS/BC/EBC have to attach their caste certificate to get benefits from various government schemes or policies. Any applicant who has not their caste certificate will be considered from the Unreserved category. Again, they could not be able to claim the government scheme/policy benefits.

Residence Certificate
A residence certificate is also an essential document for an individual as it is proof that you have a permanent resident in a particular ward/town/village. You can get free water & gas supply by using this certificate. Again, the residence certificate is essential for any government job.

- Government Id.
- Birth Certificate.
- Passport size photograph.
How to register yourself on Bihar e-Services Portal
- After landing on the RTPS’s official site serviceonline.bihar.gov.in., click on the Register Yourself button.
- After clicking on that button, the small pop-up box of the registration form will get opened.
- Start filling up the pointers mentioned inside the form and finish it by clicking the Submit button.
- Now click on Apply for the Services tab, and the options shown inside the drop-box (Kiosk, In-Person & Online), choose the Online option.
- After filling in all the details, click on the register button.
- Registration completed, The notification will come on your system and via SMS.
- After it, you have to download the copy of your registration slip or take out its printout for future uses.
